When you have elements in western nations benefiting from interference (like the GOP in the States, certain elements of the Tories in the UK, and far-right parties all over western Europe) then it's no shocker that they would be kinda paralyzed with their response. Its also difficult to take an aggressive stance against a country with a giant military, nuclear arsenal, tenuous borders, and important trade agreements with your allies.
