They're all insignificant. It's like saying Trump tweeting something is a milestone.
Face it, Obama did not give one hot flip about HIV/AIDS policy. Half the stuff on that supposed milestone list isn't even related to his administration, and the other half is the equivalent of "Obama acknowledges that HIV is a bad thing"
