At the start of Bush's presidency, before 9/11, Congress was having serious talks of turning Dubya into a lame duck and be in charge of the direction of policies themselves. iirc, I think the deadline was October. We don't have a Legislative branch that's interested in its populace or the direction of this country at all. What has Congress really done since 2006?
