What he means is that there are many people who claim to be "Progressive" specifically to evoke the definition you are citing, but whose ideology is actually incredibly reactionary, regressive, or otherwise destructive to the point of being the literal opposite of what they are claiming to be. For at least some time in the US in the early 20th century, "Progressive" was pretty much a code used by people with socialist leanings who didn't want to refer to themselves as "Socialist", because in the US "Socialist" was/is pretty much a dirty word. I am aware there really are assholes lying to themselves saying they're progressive. They're not everyone one though --- I use inverted controls. Also I hate fandoms.
