Yes, but there is a considerable difference in terms of what will happen to both you and the person/creature you hit depending on what speed you are travelling (and the effect is exponential, given that for every kmh faster you drive, you are simultaneously reducing the time you have to react and increasing the amount of time it will take to bring your car to a halt). And in terms of responsibility, remember that the cardinal rule of the road is "All parties are responsible for preventing accidents." Even if someone is not supposed to be in the middle of the road, it is up to you to do everything in your power to avoid hitting them, which includes driving at a reasonable rate of speed (aka under the speed limit). --- Kill 1 man: You are a murderer.
