If you want to refer to people generically, "so-and-so" works. To refer to a specific person who'll remain unnamed, John Doe or Jane Doe are the typically used terms.
I do think though that there is only one neutral term in English with the same meaning as "fulano, cicrano, beltrano". I don't recall there being more expressions like this.
