So, yes, basically rule the world. Essentially the series played with the idea of peace with the apparent contradiction that as long as you have individual motivation peace is impossible. The two main villains, Pain and Goddess lady/Mandara, went about attempting to eliminate individual motivation in different ways, shared pain and elimination of action.
