Then killing all his friends Forcing supers to register with the government doesn't prevent that since, using NRA logic, "laws won't stop criminals from committing crimes". The law instead caused superheroes to fight among each other while the supervillains took advantage of the chaos to commit more crimes. Spider-Man literally outright says that they've spent so much time fighting each other that they failed to stop the bad guys. Because they fucked up and did it badly to contrive a story.
