I think the devs also knew full well what they were doing here, since tge Zora questline clearly had the most time and care put into it (closely rivaled but not beaten by the Gerudo, imo); so they wanted you to experience the Zoras or at least the Gerudos first, and let that goodwill carry you through the lackluster Goron and Rito questlines.
