Let me relate actual rage-inducing incidents to you, so you can understand why I think this is excessive, but not as dramatic as you're making it out to be.
There was a cop that used to work near where I work that I only knew through reputation that would tase people in handcuffs for mouthing off, tased a mentally challenged kid frightened by his lights, would beat suspects in cuffs, and on a few occasions pulled his service weapon on people with no cause.
He served a year in federal prison for what he FBI could prove, based on testimony and statements of fellow officers.
I'm not saying this wasn't wrong; that's literally the first part of my first post.
I'm saying it's not exactly the worst incident I've seen.
It's hard to get excited about someone getting tased. I got tased. It's not that terrible.

But I personally feel the more we just go Its not the worst thing that couldve happened, the more likely stuff like this is going to continue, and possibly escalate to worse than this.
