Most people that do want to commit crimes or harm people yet control their desires do so out of a fear of punishment. Normal people don't want to do these things to begin with. But pedophiles want to molest those little kids. That's what being a pedophile is. Having a sexual attraction/desire for prepubescent kids. The desire is there. They want to do it. If they didn't have the desire they wouldn't be pedophiles. So your "most people" comment doesn't really compare here. Because most people don't actually want to harm others. Unless you want to talk about most people who do want to start fires. Or most people who do want to murder. Etc.
