In my massive revision of the US.

I would replace the PotUS seat with a Executive Council of 9 seats.

Each seat in the Executive / Legislative branches would have Proportional representation down to 4 decimal places.

Where 1x seat can be co-represented by multiple people amongst multiple parties or within the same party.

Truly Accurate Representation is my final goal.

One of many changes I want to implement.

So splitting the state wouldn't really change anything since the Electoral College would have a minor effect on the new Executive Council system.

That's fair, and it's actually a reasonable thought out plan, but doing just California the way you want without your other revisions would cripple the Democrat party and we'd basically have a single party system.
