Comcast could definitely respond. This is a battle of desperation. Disney would have more control over media if they get Fox over Comcast, and with Time Warner now backed by AT&T, they probably feel very threatened by all the acquisitions. Even CBS is getting back with Viacom. So all the major conglomerates will consist of 2 major companies, except for Comcast.

Comcast also doesn't have the IPs for a solo streaming service and they're likely going to be "forcefully" kicked from Hulu after Disney owns 60%.
