Currently, if Democrats or Republicans have a clear plurality of direct votes in a state, that state votes 100% blue/red in the EC. It should be as follows: Dems get 60% of a state, Reps get 40% of a state by vote count - 60% of the EC votes go blue, 40% go red. --- There is no problem that can't be solved by applying more yuri to it.
