Obviously we should take care of fraud and money mismanagement. I'm just not confident that cutting a budget is the only or best way to do it.

That doesn't really answer what I was talking about. That 60 billion is about 10% of Medicare. If we cut the funding by half, and we see fraud stay at 10%, what then?
