If anyone has data since, say, 2011, covering the period since the refugee crisis in Europe started, that would allow us to decide if the gist of Trump's statements is true or not. That the crime rate among non-Germans fell from 2016 to 2017 is itself far from sufficient, as Trump made no claims with that degree of specificity. I'm also pretty sure that the majority of non-Germans in Germans are citizens of other EU countries and not refugees.
