They DID THIS PRECISELY BECAUSE they were afraid of what Trumpastanis would do. And that's exactly what happened. The government pretends to give them a path to citizenship, AND THEN TRAPS THEM and DEPORTS them when they come in and do the right thing. Because of this, they're NEVER going to trust the government unless the USSC guarantees them, IN WRITING, a path to citizenship. --- You don't need a treaty to have free trade.
