They really don't show the majority of hosts staying on their loops, they show most hosts going around and killing people indiscriminately. You could argue this happens the most in West World because of Doloros, but that doesn't explain why the hosts in The Raj went rogue. But if they went Rogue it implies that all hosts are going off, but in Shogun World, they are apparently still following their loops for some reason. The Confederados were just doing their thing until Dolores hijacked them. New!Clementine was still at the Mariposa trying to sell her services. The gang in Escalante was just trying to get more weapons before the Man in Black got rid of them. Lawrence is awake per Maeve, but the rest of his family wasn't and just went along with their drive of allegiance to the man who saved their town. etc. Just off the top of my head that we saw. The amount of awoken hosts are the minority.
