I don't think the intentions were bad. I don't think the makers should be condemned or thought of as racist relative to their time. But it certainly has not aged well.

Having a white guy voice the leader, "Jim" Crow, who speaks in stereotypical black speak... probably the intention was to show the black characters as sympathizing and identifying with Dumbo more than other characters because of their own oppression. But the cheap jokes combined with a white actor copying black speech just is not cool in today's world, with good reason. I do think the people making it did not mean to be hurtful to blacks in any way.

Unfortunately it has not aged well.

I love the movie but that is definitely the part that bothers me the most watching it now.
