If their sole goal is to have the tariffs lifted as soon as possible and they are committed to not caving, then yes, that's probably the fastest way. If they want tariffs lifted they can offer to lift their tariffs on the US, conditional on it being a binding treaty that the US president can't revoke on his own. Unnecessary.
