He most certainly does not think this. Give credit where it's due - the man knows a lot about debt. Having a trade deficit corresponds to paying another country money. It is in some sense the opposite of owing a country money. The country receiving the money owes the country paying it. Trump thinks receiving money is good, and paying it is bad.
