Adelphia, iirc. actual internet. 90% sure AOL in the early 90s didn't connect to the web, only usenet. that's not censoring or throttling, that's just not offering a service.

By 95 all providers were on the internet. The first ones started connecting at 94. The thing is there actually wasn't much worth visiting in 94.

But that's besides the point.

Back then there were literal entire MMOs that you could only play if you had a specific provider. Some website content was restricted, but they were inconsequential when they were restricted. What's not inconsequential is the fact that they were able to restrict them at all.
