Characters are removed likely based on priority and production constraints, but clone characters are just taking an existing model and editing it and changing some numbers. So the work is simple and additive there but with new characters the work is multiplicative since you have no idea how they'll work with the rest of the game yet. So clone characters are never going to be a reason why Ice Climbers or Wolf aren't in a Smash game. True. I suppose clone characters are inevitable.
