Considering Oliver admitted he was the Green Arrow to the FBI lady it was either they all eventually get caught or he can confess and give everyone else immunity. Diggle got his hopes up that he would take over the GA mantle. Then he had to deal with Oliver just doing it 'temporarily' forever. I think his character moving to ARGUS is the best thing to happen to him in a while.
