Everything you said assumes that companies act ethically and within the law and in good practise, and we know through countless examples that they do not on all counts.

I work in software development and right now specifically software development for recruitment companies. So a recruiter asks you if they can see your CV and some compliance documents to help you find a job, fair enough. What you didn't consent to was having this information shared around to various third parties and having this information not protected in any way. We're talking important shit like like all the details required to spoof your identity (birth certificate, social security number, bank account details, everything) being accessible and transferable by the temp receptionist or the third party IT consultant from some dodgy company you're not even aware of. Your details are stored on a database and lots of people you don't want seeing them have full access to all of it.

Most companies treat your data like a joke, and you're just being naive to think this is just a case of "I didn't give X my Y details so everything is fine".
