Those designs are just ugly. The first one isn't prepubescent. She is just flat chested. They're from Stella Glow on the 3DS. Unless she's got eight nipples, that outfit makes no sense. Rule of Cool above all else in video games. They give her that outfit because they thought the design was cool and villainous. Her ~~second outfit that you can get after recruiting her and giving her a class promotion, looks like a wedding dress instead of a grim reaper witch.~~ The game does revolve around teenage elemental witches who sing songs of power to perform magical feats.
