Your equating sexual harassment to normal sexual activity is really disturbing and quite illuminating as to why you think his behavior is ok

Normal sexual activity and sexual harassment can be the exact same action, it just depends on what the 2nd party feels about it. And if that second party doesn't communicate that they feel uncomfortable, then they are in fact communicating the opposite.

So by your logic a girl being raped who stays completely silent is actually consenting to it. Do you see how fucked up you sound right now

Did I mention anything about consent? No. And you can communicate things silently, as women being raped all do (unless there unconscious)

You say its not sexual harassment because they didn't "communicate" that they are uncomfortable. That's literally just saying because they didn't say anything (To a big star that could have their jobs at anytime mind you) that they made it ok. It the same as saying because a rape victim was too tramautized/scared/whatever to say anything she consented
