Topic	After Joker, who is the best Batman villain?

The Joker is Batman's primary antagonist, no doubt about that, but it's interesting to see all of the different responses for who his secondary foe should be. Once upon a time, it was undoubtedly the Penguin due to Burgess Meredith's portrayal in the 1966 series. Heck, in Batman: The Movie, he's the primary antagonist over the Joker.
