There's no reason for it not to be. The only reason the PS4 isn't bc with PS3 is because the PS3 was such a cluster fuck of an architecture that would be extremely challenging to emulate in even the highest end x86 hardware, let alone PS4 specs.
Next gen is pretty much guaranteed to be x86 and simply a newer, faster version of whatever AMD's current APU is at that time, if it's Ryzen or it's successor.

There'd really be no reason you can't just put a disc in or download your old games and play them natively.


It's actually kind of silly that people keep expecting Sony to offer PS3 BC. It's obvious by the fact that they have PS Now that their solution was a streaming service. Primarily because the PS3's architecture is nearly impossible to fully emulate.
