It's generally accepted the dominion is trying to erase Talos worship because that removes Talos, who offends them by being a man who became a divine. Talos is not a conventional Divine and absolutely does not rely on mythopoeic forces for his power/godhood. Sure the Thalmor think that, but they're wrong.
