If it counts, my vote goes to Hybrid Heaven. Some people say it's an action adventure game but even the designers themselves refer to it as an action RPG so I'm going by what they said.

Other than that, I guess I'd choose Paper Mario for the sole reason that it's a Mario game. Otherwise, I choose nothing. Harvest Moon 64 is simulation, Quest 64 blows chunks and I've never played the other 2-3 RPGs on the system nor do I want to.
