The critical flaw here, at least according to the pictures above, is that women going topless apparently leaves at least one arm effectively useless.

First, the pictures above are posed to entice viewers. Those aren't representative of those places where toplessness isn't a big deal, and people wouldn't feel compelled to cover themselves.

Second, the women in those pictures are pantomiming maintaining their modesty, reflecting the values of their intended consumers. We can call it a pantomime because, as above the photos are designed to entice and there is nothing modest about them.

What this means is that the intent behind those pictures reveals nearly as much about us as a culture at it does the subject of those photos.
