The secret service have their own rules and regulations, and there is no way they allow the person they're supposed to protect speak to an armed crowd.

So, no, it doesn't.

It's also not a "gun free zone," considering there are well-armed, well-trained secret service agents there.

In terms of civilians, it's a gun free zone. Anywhere there's a gun free zone, it typically refers only to civilians as licences government employees (police, secret service, etc) are still allowed to carry.

Now back to the question; why risk not having a good guy with a gun in the crowd? After all, the bad guy with the gun they're afraid of might not be visible to them due to the crowd until it's too late.
