I think what 'Ye was trying to say was that it took 400 years for a Nat Turner/Harriet Tubman to arise. I think he's raising a point as to how many years have to pass for someone to look at the situation they're in and say "fuck, it's never going to get better unless I do something"

He could have expressed that way more eloquently. I think he's trying to say black people need to see the parallel in this in order to overcome adversity.
