I don't think that would work. It's hard to explain with the right words... The only reason Madoka was able to make the wish she did was because of all the timelines converging on her due to Homura rewinding time with Madoka being the reason.

I don't think any other girl would be able to make a wish that could rewrite a rule of the universe. Another wish that would fit the thing you're trying to say is wish for entropy to not happen.

And let's say that a girl could make a wish like that and Kyubei can grant it. She would become a witch capable of destroying the universe like Madoka did. Except Madoka's wish canceled herself out and stabilized. Along these lines I'm pretty sure Kyubei doesn't quite have control over how the wishes are granted. Don't you think he would not grant a wish that would then end the universe his race is trying so hard to save from entropy?
