The thing about Chrono Trigger is that I think it's been a benefactor of the site's userbase decreasing, leaving behind a core audience that considers it one of the all-time greats. I believe that is why it crushed the 2015 Games contest all the way until the second hour of that match with Melee.

Whether or not this would extend to Crono is a bit debatable. I look at that Crono/Pikachu/Magus match from 2013, and I think it actually looks really good for Crono considering the absolute tear Pokemon went on to have in that contest. I wouldn't put Crono in the upper tier of the Noble Nine, but I would easily take him above Crono or Mega Man.

Now, if there's a name that I would put in the lower tier that might be a shock, I'd say Snake has probably fallen off. When MGS has a main game release in the horizon or in recent memory, he can do well. But I think with the series falling off in the last couple years, it could hurt him pretty badly. I certainly don't see him upsetting Cloud any time soon.
