No it isn't. Go look at a typical trial for literally anything. The default is "guilty" until proven innocent by the majority.

I think what's he trying to say is that the media pretty much paints everyone as guilty most of the time. Not only that, most people seem to assume everyone is guilty until proven otherwise... While it is suppose to be innocent until proven guilty, it seems to rarely work out like that. It seems most people go the other way and assume guilty until proven innocent. I think that's what he's trying to say... maybe...
But he's talking about trials and in that case he's very wrong. Far more guilty people get their charges dismissed than innocent people getting convicted... the reason being that our justice system is slanted heavily in favor of the defendent
