NWDs are mainly for flaming and extremely light trolling, a slap on the wrist to make sure people get the point before getting hit with heavier moderations. I think because we went to an all or nothing system, with even the most mild insult being considered a flame (People griped for one about inconsistency with different flames, so I think this was the solution. Draw a hard line in the sand.), they did this to give a little extra padding before actual deletions and karma loss moderations.
