Two unrelated adults can have a baby with down syndrome or other problems, and nobody cares, but if they're related, they have to go to jail? Just because the odds double doesnt meant they are high. Not exact numbers but basically theres like a 1% chance of a disabled kid for normal couples and a 2% for siblings/parents & women over 30 and back down to 1.5% for cousins. Double, but not high. Honestly the reason why incest is illegal is because its usually the father forcing the daughter or the sister who doesn't wanna tear the family apart telling on her brother.
