Sure, I could assume that she made the decision because of their race, but I have no way of knowing what was actually going on in her head. But the biggest problem is that it doesn't matter why she chose to do it. Even if she did, in fact, do it because she's racist and has a problem with black people, the only thing that matters is that's how people interpreted it.
