Even just saying no is considered resisting arrest yet they weren't charged. Saying "no" is not a crime, especially when there's no legal basis to arrest someone. Yes the fuck it is a crime to refuse an officer's commands. They commanded they leave, they said no, thus cuffs, thus they should have been fucking charged with resisting arrest, yet they weren't because the cops were scared of looking racist. It has to be a lawful order.
