Yeah I'm suspicious as well, there's obviously more to the story but we're not being told what. The police are not in the wrong, they were just doing their job. But it makes sense if the bystanders do believe that the 2 guys did nothing wrong. The only one we really need to question is the manager. We don't need to question the manager at all - if he asked them to leave, they should have left.
