Sort of a vague question. Do they have meaning as in they can be used to diagnose mental or physical ailments? As in they can predict future events/show distant happenings? Or as in they can be based on someone's feelings/thoughts?

The third is probably true, but generally, they don't mean what most people think they mean, and dream interpretation is hokum because even if they did, everyone's brain interprets things differently and any key to deciphering them wouldn't work for every single person.
