Yup, it was really bad in remote oil cities that typically demand higher salaries (as the cost of living is often quite high as everyone makes boatloads of money). They would put up job postings at minimum wage, no one would apply because you can't live on the wage there, they would say "no Canadians are available for the job/willing to take it" and bring in TFW's. It then began to spread out to major cities, and that's when the government finally took notice of it.

The problem is less "they should work" and a lot more "what can we actually get them to do". You can't have them do anything that people are already being paid to do, as that's undercutting the free market causing honest people to lose their jobs (and get added to the system, possibly doing they same job they were already doing, but for less money).

Every single time people come up with a "job" they could do... Someone is already doing that job. People already pick up garbage. People already clean public buildings. Offices already have interns (which around here are usually paid). So what would you have them do for work? Help charity? There's only so much help they actually need, often charities are more in need of money than they are of people. And you usually don't want people involved in a charity they don't care about.

The only goal for forcing people to work would be to save money long term. It's very difficult to do that without disrupting the current market place with basically indentured servitude (which no legal business could hope to compete against). If forcing people to work ends up costing taxpayers more money than having the occasional welfare fraud... Then why are we doing it? Punishment? Spite? Should that be what our tax dollars are going to?
