I can answer this one for you: it's the only person on the roster at this point that feels believable in story and that the crowd would be behind.

Bayley is legit buried (sadly), Sasha maybe but I wouldn't like that choice, Becky has the talent but not the momentum in kayfabe, Nia's push and competitive record has been so on-off / stop-start that she doesn't quite feel believable, Ruby Riott needs more time on the main roster to make that feel right cause the Riott Squad has hardly done anything, and then most others just aren't on the level of Asuka either in the ring or in their kayfabe strength.

So you're left with two choices other than Charlotte IMO. You either go for Rousey to do it, which could be a pretty great path to be fair but it requires Rousey to be ready soon, or you wait to bring up Ember Moon and have her do it, which would maybe be the best but it might need another year to let Ember make a name for herself on the main roster and have the feud be established past NXT.

Charlotte is a now option who absolutely has the crowd favor, the kayfabe strength, and the prestige as a performer. If they didn't want to wait another long while to pull the trigger on the streak, then this was the right option.
