It's not really 'walking up to someone' tho. Again, it's a bus stop, with benches where people are expected to sit down and wait. If you're going to smoke, do it where you're not going to be around people?

He wasn't around people until someone came up after the fact. If you don't like the smell of smoke and you see someone smoking then it's pretty much a no-brainer how you can avoid the issue.

See, it's a matter of entitlement. Nonsmokers think we owe them something, thats why they never ask nicely - they angrily demand it as if it's your God given right to never be around unpleasant smoke. And when someone demands shit from me I'm not giving it to them out of principle
