In a Republic, individuals don't really have a voice. An elected government is just bound by a set of guidelines and not beholden to anything else legally or otherwise. Re-election obviously counts for something, but I think most people are neutral to or in favour of the second amendment.

Obviously that appears to be shifting these days, but 2020 will be the proof of where America actually sits on the issue.

It's a democratic republic, individuals have a voice through the people they elect from local on up. It doesn't just count for something, it's everything.
