The issue is if someone isn't harming anyone, you shouldn't tackle them. The problem was that she wouldn't leave the property? If the cop let her run away, she would end up leaving the property, thus solving the problem entirely. Letting someone under arrest run off in hand cuffs seems like an awful idea. Taking them down under control is much safer. The cop asking her to leave, which is exactly what she wanted to do after he showed up, would fix the situation without an arrest being necessary.
