Because rent control has been proven to not work. IE it doesn't allow landords to artificially inflate rent prices to keep poor people out of their apartments. It results in housing shortages because people don't want to landlord when there is no profit in doing so. And the existing supply decreases in quality since landlords won't care for the property any more. Plenty of evidence that shows all of this. Rent control decreases the supply, which also drives up the cost.
