In that sense the idea of slots is not completely false. Not exactly. He said something like 8 clones would take the same time to make as 1 new character, but the "1 new character" was never considered. The clones were added specifically to pad out the roster at the end because he didn't think it was big enough. It wasn't a "We could have made 8 clones or 1 new character" scenario.
